Russian authorities closed nine unregistered crypto exchanges in Moscow and arrested at least 20 people, claiming the platforms laundered scam proceeds routed through Ukrainian call centers.

Russia’s Federal Security Service shut down nine unregistered cryptocurrency exchanges operating in Moscow and arrested at least 20 individuals connected to what authorities describe as a cross-border fraud scheme. The FSB alleges the platforms served as exit ramps for scam proceeds funneled through Ukrainian call centers, though neither the victim count nor the total financial damage has been disclosed.

The enforcement action marks one of Moscow’s more aggressive moves against unlicensed digital asset infrastructure, a sector that has operated in a regulatory gray zone as the government weighs whether to legitimize crypto exchanges or squeeze them out entirely. The timing is notable: Russia has spent the last two years debating a licensing framework for domestic exchanges, and this crackdown suggests patience for unregulated operators has run out.

The Ukrainian Angle

The FSB’s framing centers on alleged ties to Ukrainian call centers, a claim that carries obvious geopolitical weight given the ongoing conflict. According to the agency, the exchanges facilitated the movement of fraudulent funds out of Russia, converting scammed rubles into digital assets that could then be laundered abroad. No specifics on which Ukrainian entities were involved, how the call centers operated, or how much money moved through the nine platforms. The FSB didn’t name the exchanges, either.

That lack of detail makes it difficult to assess whether this is a genuine fraud bust or a pretext to tighten control over an unregulated sector. What’s clear is that the exchanges were operating without registration, a status that has become increasingly untenable as Moscow pushes toward a regulated framework for crypto activity.

Russia’s Crypto Contradictions

The shutdown comes as Russia continues to wrestle with crypto’s role in its economy. The country legalized mining last year and has floated the idea of a state-backed exchange, but enforcement against unlicensed platforms has been inconsistent. Peer-to-peer trading remains widespread, and unregistered exchanges have filled the gap left by the exit of major international platforms after sanctions.

Twenty arrests and nine shuttered exchanges won’t erase that infrastructure overnight. But the move signals that operating outside the emerging regulatory perimeter now carries real risk. Whether the FSB’s Ukrainian narrative holds up under scrutiny is another question entirely. For now, Moscow has sent a message: unregistered exchanges are no longer tolerated, and geopolitical accusations make convenient cover for enforcement.
